Fairfax County spent months covering for a man who sexually assaulted 13 girls in a high school hallway.
Now he's gone – deported to El Salvador – because Trump's ICE did what Virginia Democrats refused to do.
Thirteen girls are the reason you need to know Sheriff Stacey Kincaid's name.
Biden Let Him in, Democrats Protected Him, and 13 Girls Paid the Price
Israel Flores-Ortiz crossed the border illegally in 2024.
Biden's administration caught him and released him anyway.
He enrolled in Fairfax High School – because Virginia law allows adults up to age 22 to attend public school, and Fairfax County's sanctuary policy means nobody asks questions about who's actually sitting in those hallways.
For months, Flores-Ortiz stalked girls in the school corridors.
He wasn't bumping into students or making awkward contact.
He was deliberately sneaking up behind girls – some as young as 13 – and groping their private areas.
Thirteen victims came forward.
When parents demanded answers, school administrators sent home a sanitized email describing what happened as "touching buttocks while transitioning in the hallways."
One mother told reporters the response from the school system was "abysmal, abysmal" – that Fairfax County "attempted to diminish what happened to these girls."
Sheriff Stacey Kincaid Chose Him over Them
When Flores-Ortiz was finally arrested, ICE did exactly what it's supposed to do – it issued a detainer, a formal federal request to hold him for deportation.
Sheriff Stacey Kincaid treated it like junk mail.
This wasn't a mistake. Kincaid cut off cooperation with ICE in 2018 and has spent eight years perfecting her defiance – her office has ignored more than 1,150 ICE detainers since 2022 alone.
The House Judiciary Committee wrote to Kincaid in January 2026 and told her directly that her "pro-illegal alien policies have deadly consequences."
They were right – and they had proof.
On December 16, 2025, Kincaid's office released Marvin Morales-Ortez, an alleged MS-13 member from El Salvador, over ICE's objection.
The next day, Morales-Ortez allegedly murdered a man in Reston, Virginia.
Kincaid kept defending her policies anyway.
The cover-up inside the school district ran even deeper.
Fairfax County Public Schools' senior district manager sent an email to school registrars instructing them to stop retaining student identification documents – birth certificates, passports, driver's licenses.
The district's own insiders say administrators destroyed student ID records to make ICE's job harder.
Fairfax County's 199 public schools now hang sanctuary policy flyers in nine languages promising families: "We will not collect or maintain any information on the citizenship or immigration status of students or their families."
Translation: predators are protected, girls are on their own.
This Is Biden's Open Border Made Flesh
Flores-Ortiz isn't an anomaly – he's a policy outcome.
Biden's administration released more than 20,000 illegal immigrants with sexual assault convictions into the country, according to ICE data presented to the House Homeland Security Committee by Chairman Mark Green.
Another 14,944 with homicide convictions were also released onto the non-detained docket.
Green called the numbers "shocking" and said the Biden administration was "actively releasing tens of thousands of criminal illegal aliens into our communities."
The Fairfax case fits the exact same pattern that's played out in New York, Texas, and across the country – Biden catches someone, releases them anyway, and a child pays the price.
In 2024, a 25-year-old Ecuadorian man caught by Border Patrol in 2021, released into the country, and ordered deported in 2022 – a deportation order that was never carried out – was arrested for raping a 13-year-old girl in Queens.
The machinery of Biden's open border wasn't incompetence.
It was a series of deliberate choices: gut ICE enforcement, expand the non-detained docket, prioritize releases over removals, and let sanctuary jurisdictions run interference.
Trump Cleaned Up What Democrats Created
Here's how it finally ended.
Flores-Ortiz served out his sentence – handed down for sexually assaulting nine girls – and walked out of the Fairfax County Adult Detention Center on August 31.
ICE was waiting.
A Justice Department immigration judge had already ordered his removal on August 10.
On September 8, he was on a plane back to El Salvador.
The entire Trump enforcement machine – the detainer, the immigration judge, the removal order, the actual deportation – ran exactly as designed.
The only thing that didn't work was Fairfax County, which fought the process every step of the way and still lost.
Virginia Governor Abigail Spanberger made this worse at the state level.
She rescinded former Governor Glenn Youngkin's executive order requiring state and local cooperation with ICE – a deliberate political choice that guarantees more Stacey Kincaids, more sanctuary shields, and more victims waiting to happen.
The 13 girls at Fairfax High School didn't get six months of justice.
They got a few months of trauma, a school district that called what happened to them a "buttocks touching" incident, and a county that destroyed records to protect the man who assaulted them.
One of the victims put it plainly after the guilty verdict: "Back then I didn't have to look around. I didn't have to look around and make sure no one is going to touch me."
Spanberger's policy means the next girl will say the same thing.
ICE fixed this one.
Democrats are building the next one right now.
