Cook Political Report Just Moved Five House Seats and Democrats Are Seven Months From Taking the Gavel

The most trusted election forecaster in Washington just shifted five House races toward Democrats.

Republicans can afford to lose three seats total before Nancy Pelosi's caucus takes the majority back.

What Cook found in those five districts is exactly what happens when Republican incumbents decide the voters who sent them to Washington don't need to be told the truth.

617 Trades and a Radio Interview That Ended His Excuses

Bresnahan won Pennsylvania's 8th Congressional District in 2024 by 1.6 points.

He ran on one promise above almost everything else: ban congressional stock trading.

Then he took office and made 617 trades totaling $7.24 million in a single year – more than five times the trades of the next most active member of Pennsylvania's congressional delegation.

His defense was that a financial adviser handled everything and he had zero involvement.

Then Politico published audio of a 2025 radio interview where Bresnahan tells the host he meets with his financial adviser to discuss "what different positions are coming up."

That is the same man who told constituents at a June town hall – on the record – that he had "no dialogues" with his advisers about trades.

A former Republican congressman from Pennsylvania, Jim Greenwood, called it "a clear abuse of power" and demanded Bresnahan resign immediately.

Cook shifted PA-8 from Lean Republican to Toss-Up this week.

Trump endorsed Bresnahan. It is not enough to save a candidate who made a specific promise to working-class voters in northeastern Pennsylvania and broke it 617 times.

The Map Is Moving and Republicans Are Running Out of Room

Beyond Pennsylvania, Cook shifted four more seats toward Democrats in the same report.

Ohio's 1st District – already a Toss-Up after redistricting turned it into a district Trump would have won by 2.5 points – moved to Lean Democrat.

Ohio's 13th, held by Democrat Emilia Sykes, moved from Lean Democrat to Likely Democrat after her district shifted three points left in the redistricting deal.

New Jersey's 9th moved to Likely Democrat.

The one Republican bright spot: Colorado's 3rd moved to Solid Republican.

One seat moving right. Five moving left.

Republicans are defending a majority that currently stands at 219-212. Democrats need just three net pickups to take the gavel from Speaker Johnson and shut down Trump's legislative agenda for the final two years of his term.

This Is Not a Surprise – It Is History Repeating

The president's party loses House seats in 18 out of 20 midterm elections since World War II.

The two exceptions were 1998 and 2002 – a backlash against Clinton's impeachment and post-9/11 unity. Neither factor exists today.

In 2018, the last time Trump was in the White House heading into midterms, Republicans lost 41 House seats and surrendered the majority.

Presidents below 50 percent approval lose an average of 30 House seats in midterm elections.

Democrats currently hold a lead on the generic congressional ballot and are tracking toward the kind of environment that produced the 2018 result.

Cook's moves this week are not panic. They are math.

Bresnahan Handed Democrats Exactly What They Needed

The reason PA-8 matters beyond one district is what Bresnahan gave his opponents.

He gave them a broken promise that is specific, documented, and captured on audio tape.

He gave them a campaign argument that plays in every union hall and diner in Luzerne County: this man wrote that congressional stock trading was wrong, introduced a bill to ban it, then made 617 trades worth millions while his constituents were paying their bills.

A multimillionaire with a $48 million net worth, when pressed on why he wouldn't simply stop trading, told a local radio station he didn't want to "lose money and go broke."

There is no spin that survives that in a working-class swing district.

Republicans don't lose swing districts because Democrats are brilliant. They lose them because incumbents hand their opponents a loaded weapon and then act surprised when they get shot with it.

Cook Political Report doesn't move five seats at once because things are going fine. They move five seats because the data tells them the majority is in motion.

Republicans have seven months to fix what Bresnahan and others like him broke. The voters who gave them this majority sent them to Washington to drain the swamp. Cook just put in writing what those voters are already figuring out on their own.
