He's been betting on his 2028 Presidential ambitions while thumbing his nose at Washington, D.C.
But Pam Bondi just backed Gavin Newsom into a corner with one threat he can't escape.
Trump's DOJ launches coordinated legal assault against California lawlessness
Attorney General Pam Bondi dropped a bombshell Thursday that sent shockwaves through Gavin Newsom's Sacramento palace.
The Department of Justice filed its third lawsuit against California in one week — this time targeting the state's policy of giving illegal aliens cheaper college tuition than out-of-state American citizens.
"California is illegally discriminating against American students and families by offering exclusive tuition benefits for non-citizens," Bondi declared.¹
"This marks our third lawsuit against California in one week — we will continue bringing litigation against California until the state ceases its flagrant disregard for federal law," Bondi added.²

The lawsuit takes direct aim at California's Assembly Bill 540, passed in 2001, which lets illegal aliens who graduated from California high schools pay in-state tuition rates at public colleges and universities.
Tuition for out-of-state students at the University of California runs roughly three times higher than resident rates — $51,858 versus $15,384 for the upcoming academic year.³
Meanwhile, American citizens from other states get stuck with the massive out-of-state bill while illegal aliens living in California illegally get the discount.
The DOJ also targeted provisions of California's so-called "Dream Act" that provide state-funded scholarships and subsidized loans to people who shouldn't even be in the country.
Trump Administration builds case that could reach Supreme Court
This isn't some random legal shot in the dark.
Bondi's DOJ has already filed similar lawsuits against Texas, Kentucky, Illinois, Oklahoma, and Minnesota — states that also give illegal aliens preferential treatment over American citizens for college tuition.
Legal experts say Trump's team is deliberately creating a "circuit split" where different federal courts across the country rule differently on the same issue.
That forces the Supreme Court to step in and resolve the conflict with a nationwide ruling.
The Trump Administration argues that California's tuition scheme violates the 1996 Illegal Immigration Reform and Immigrant Responsibility Act, which restricts eligibility for post-secondary education benefits to those legally present in the United States.

"These laws unconstitutionally discriminate against U.S. citizens who are not afforded the same reduced tuition rates, scholarships, or subsidies, create incentives for illegal immigration, and reward illegal immigrants with benefits that U.S. citizens are not eligible for, all in direct conflict with federal law," the DOJ complaint stated.⁴
California Attorney General Rob Bonta and Newsom face a nightmare scenario.
They can either defend a 24-year-old law that gives illegal aliens better deals than American citizens, or they can admit California has been breaking federal law for nearly a quarter century.
Between 2,000 and 4,000 illegal aliens attend University of California schools out of nearly 296,000 total students.⁵
About 9,500 attend California State University campuses.
Across California's community colleges — where the majority of the estimated 70,000 illegal alien students attend — the numbers dwarf those figures.
Every single one of them is getting a financial benefit that out-of-state American citizens can't access.
Newsom's 2028 Presidential dreams crash into federal reality
Newsom's office responded exactly how you'd expect from someone with Presidential ambitions and zero respect for federal authority.
"The DOJ has now filed three meritless, politically motivated lawsuits against California in a single week," a Newsom spokesperson whined.⁶
"Good luck, Trump. We'll see you in court."
That's retreat mode.
Newsom knows California can't defend this policy on the merits.
The 1996 federal law is crystal clear — you can't give illegal aliens residency-based benefits that American citizens don't also get.
California tried to circumvent that by claiming AB 540 isn't based on "residency" but rather on graduating from a California high school.
The California Supreme Court bought that argument in 2010 when it upheld AB 540 in Martinez v. Board of Regents.

But that was before Donald Trump put three conservative justices on the Supreme Court.
And it was before Trump appointed Pam Bondi as Attorney General with a specific mandate to crush sanctuary state policies.
Bondi's Justice Department isn't playing games.
They filed similar suits against multiple states simultaneously to create maximum legal pressure and force a Supreme Court showdown.
This isn't about one state's policy anymore.
It's about whether states can openly defy federal immigration law by rewarding illegal presence with taxpayer-funded benefits.
Trump's broader immigration crackdown targets California's resistance
The tuition lawsuit follows two other federal complaints against California filed in the same week.
One targeted California's ballot measure that allowed Democrats to redraw congressional district maps in their favor.
Another challenged California's law banning ICE agents from wearing masks to conceal their identities during arrests.
Bondi made clear this legal siege won't stop until California starts following federal law.

California has positioned itself as the "resistance" to Trump's America First immigration policies since his first term.
The state declared itself a "sanctuary" jurisdiction, refused to cooperate with federal immigration enforcement, and actively obstructed ICE operations.
Now the bill is coming due.
Bondi's DOJ is systematically dismantling every piece of California's sanctuary state framework through federal litigation.
Newsom thought he could grandstand his way to the Democrat Presidential nomination in 2028 by positioning himself as Trump's chief antagonist.
Instead, he's defending indefensible policies that give illegal aliens benefits American citizens can't access.
That's not a winning message for a Presidential campaign.
It's political suicide wrapped in virtue signaling.
