U.S. Citizenship and Immigration Services Director Joe Edlow signed a memo Friday ordering an unprecedented action – the complete review of every single refugee admitted during Biden's four years in office.
Not some of them. Not the suspicious ones. All of them.
The memo revealed Biden's State Department chose "expediency" and "quantity" over proper vetting and security screening.¹
Biden rushed 233,000 refugees into the country during his administration with 100,000 arriving in 2024 alone.¹
The largest numbers came from the Democratic Republic of Congo, Afghanistan, Venezuela and Syria.
Department of Homeland Security Assistant Secretary Tricia McLaughlin called Biden's approach "reckless" and said the administration "accelerated refugee admissions from terror and gang-prone countries."²
Trump immediately suspended green card approvals for every refugee who arrived during Biden's tenure.
The comprehensive review requires re-interviews of all 233,000 refugees to verify they actually met the legal definition when they were admitted.
Those found not to qualify will have their refugee status terminated with no right to appeal.²
Spouses and children will also lose their immigration status if the primary applicant is retroactively denied.
USCIS expects to have a priority list for re-interviews within 90 days.
The scale is massive – roughly 200,000 people face potential deportation if they can't prove they deserved refugee status in the first place.
The Trump administration set the refugee admission ceiling at 7,500 for the next year compared to Biden's 125,000 target.

Afghan refugee Nasir Ahmad Tawhedi got his special immigrant visa in September 2021 during Biden's disastrous Afghanistan withdrawal.³
He immediately started plotting an ISIS attack on Election Day.
Tawhedi was asking ISIS handlers whether 500 rounds of ammunition would be enough to kill Americans.³
Think about that. A guy Biden's people approved was planning a mass shooting on American soil.
The FBI caught him and his 17-year-old buddy Abdullah Haji Zada buying two AK-47s and 500 rounds from an undercover agent in October 2024.
Attorney General Pam Bondi said Tawhedi "gravely betrayed the nation that gave him refuge."⁴
Tawhedi pleaded guilty in June 2025 to conspiring to provide material support to ISIS and faces up to 20 years in prison.⁴
Zada received a 15-year sentence after pleading guilty to firearms charges.
Another Afghan refugee, Gul Nabi Rahmati, allegedly stabbed a caseworker helping refugees in Dearborn Heights, Michigan in January 2025.
The Oakland County Sheriff suggested the motive was religious.
These cases prove Biden's program let dangerous individuals into American communities.

Democrat refugee advocacy groups are having total meltdowns over the all-inclusive review.
They claim refugees already undergo extensive vetting and that re-interviewing all 233,000 is "cruel" and "wasteful."

Trump campaign spokeswoman Karoline Leavitt said during the 2024 race that "Kamala Harris rolled out the red carpet for terrorists like Nasir Ahmad Tawhedi."⁵
She was right.
