Trump’s new intelligence weapon exposes Biden-Harris failure
Tulsi Gabbard just detailed something so horrifying that even hardened White House officials struggled to keep their composure.
At a Thursday law enforcement roundtable, Gabbard described how Trump’s newly created National Intelligence Fusion Cell helped Mexican authorities capture a cartel ringleader known as "La Diabla" — The Devil.¹

Martha Alicia Mendez Aguilar ran a Jalisco New Generation Cartel baby trafficking network that lured vulnerable pregnant women to remote locations with promises of help.²
Instead, cartel members performed illegal cesarean sections, murdered the mothers, harvested their organs for black market sale, and sold the newborn babies to American couples for around $14,000 each.³
Gabbard called it "the most insidious" operation she’s encountered — luring women, "performing illegal C-sections, harvesting organs and selling newborn babies."⁴
The September 2 arrest in Juarez came after the National Counterterrorism Center provided "critical intelligence" on La Diabla’s location to Mexican authorities.⁵
Biden-Harris created the breeding ground for cartel monsters
La Diabla didn’t operate in a vacuum.
For four years, the Biden-Harris administration’s open border policies created a cartel paradise.
Congressional testimony revealed cartels earned more from human smuggling and trafficking than drug dealing under Biden — raking in an estimated $14 billion annually.⁶
That’s more wealth than entire Mexican states.
Democrats handed the southern border to Mexican cartels on a silver platter.
The Heritage Foundation documented how Biden eliminated DNA testing that detected more than 6,000 fraudulent families.⁷
He ended "Remain in Mexico."
He implemented catch-and-release.
He lost track of 85,000 unaccompanied migrant children.⁸
One Health and Human Services whistleblower testified that "children will work overnight shifts at slaughterhouses, factories, restaurants to pay their debts to smugglers and traffickers. Today, children will be sold for sex."⁹
Biden’s Department of Homeland Security responded by declaring January "National Human Trafficking Prevention Month" — as if virtue signaling stops cartels from butchering pregnant women.¹⁰
Gabbard’s fusion cell represents complete strategic reversal
Trump designated cartels as Foreign Terrorist Organizations within days of taking office in January.¹¹
That single decision changed everything.
Gabbard immediately directed the National Counterterrorism Center — which spent two decades hunting al-Qaeda and ISIS — to surge resources against cartel networks.¹²
The newly established National Intelligence Fusion Cell brings together representatives from federal law enforcement and intelligence agencies in one centralized location at the Office of the Director of National Intelligence.¹³
They identify terrorists, share information with field operators in real-time, and coordinate with Mexican partners.
In just six months of operation, this fusion cell has played an integral role in arresting numerous high-value targets.¹⁴
Beyond La Diabla, NCTC intelligence helped capture Sinaloa Cartel plaza boss "El Pato" on October 15 in Juarez.¹⁵
The agency provided location intelligence for raids on two houses of interest.
El Pato tried fleeing the scene alongside three money launderers — Mexican authorities grabbed all four.¹⁶
The Homeland Security Task Force has arrested more than 3,000 cartel members and seized over 150,000 pounds of narcotics.¹⁷
NCTC has identified nearly 1,200 individuals with ties to MS-13, Tren de Aragua, and Sinaloa Cartel illegally in the United States.¹⁸
"We will not allow cartel gangs who target Americans to roam freely, whether in the U.S. or across the border in Mexico," Gabbard told Trump and top officials at Thursday’s roundtable.¹⁹
"Our team at NCTC is on the watch preparing for the moment to strike."²⁰
Democrats enabled four years of cartel terror
The contrast couldn’t be starker.
Biden’s team gave speeches about "humanitarian responses" while cartels murdered pregnant women for their babies.
They held press conferences about "comprehensive immigration reform" while 60% of unaccompanied children got caught by cartels and exploited.²¹
Trump designated cartels as terrorists, Gabbard unleashed America’s counterterrorism apparatus, and monsters like La Diabla ended up in handcuffs.
Democrats spent four years letting cartels treat the southern border as their personal ATM machine.
They pretended enforcement was "insensitive" while women were butchered and their organs harvested.
Now Trump’s team is applying the same intelligence tools that hunted down ISIS leaders to dismantle cartel networks — and it’s working.
Gabbard made clear this is just the beginning: investigations continue to identify American and Mexican buyers who purchased trafficked infants, with authorities working through DNA databases and adoption records to locate an estimated 200 babies.²²
The Intelligence Community is identifying more than 20,000 cartel affiliates in U.S. databases.²³
For the first time since Trump left office in 2021, someone is actually protecting American lives from cartel violence.
Democrats can’t stand it.
