The council gathered feedback from more than 13,000 disaster survivors before finalizing its recommendations in May.
Their conclusion: fix FEMA. Don't burn it down.
Trump nominated Hamilton to lead that fix in May 2026.
The Senate confirmed him 51-47 last Friday as part of a package of 74 nominees, according to Newsmax.

Here's the part that should fire up every conservative watching this play out.
Trump didn't hire back a yes-man.
He hired back the one guy who told the truth to his face and got fired for it.
That's not weakness. That's Trump running the country like a businessman who values results over ego.
Pete Gaynor, FEMA administrator under Trump's first term, said the episode shows exactly how Hamilton leads "when the pressure is highest and the easy answer is the wrong one."
The old FEMA was a $12 billion-a-year bureaucratic sinkhole.
Katrina proved it. Helene proved it again when fraudsters cashed stolen disaster checks while survivors waited.
Trump's Review Council didn't recommend eliminating FEMA.
It recommended something conservatives have wanted for decades: states doing more, Washington doing less, and federal dollars actually reaching families instead of vanishing into red tape.
Hamilton walks in with a mandate, a mission, and a scar from standing up for the agency the right way, at the right time.
The Union of Concerned Scientists whined that Hamilton "lacks the experience and qualifications" to run FEMA.
These are the same people who never once objected when career bureaucrats ran the agency into the ground for twenty years.
He'll take a man who's faced real pressure over a credentialed bureaucrat any day of the week – and so will most of America.
